Horse Owners Saved from Labor’s Unfair Tax Thursday, 05 February 2009

The Coalition with the support of Independent and Family First Senators today voted out Labor’s Horse Disease Levy Bills in the Senate, said Senator Nigel Scullion today.

“The Horse Disease Levy Bills were nothing more than a poorly thought out tax on horse owners.

“The coalition will fully support horse owners and the horse industry to protect their horses and industry from a disease outbreak such as Equine Influenza, said Senator Scullion.

“What we could not support was the proposal by the Rudd Labor government to levy family hobby horse owners the same amount as professional thoroughbred race horse owners to provide this protection.

“Labor’s legislation was nothing more than a tax on horse owners that treated amateur pony club horses in an identical fashion to multi million dollar race horses, said Senator Scullion.

“It is insulting for Labor to suggest that families that have a horse out the back for the kids to take to pony club should pay the same levy as a professional thoroughbred race horse owner.

“It is unfair, inequitable and quite simply a lazy solution to horse owners who care for and want to protect their horses.

“The Labor government should start listening to horse owners and develop a fair levy system that recognises level of risk of disease introduction and transmission, capacity to raise money to pay, and truly includes all sectors of the Australian horse industry that have a need to eradicate horse diseases, said Senator Scullion.

Whiteman Park is allowing horse riders back into the park.

Following SVPA representations to the Minister, Whiteman Park management is now allowing horse riders back into the park.

SVPA secretary Rod Henderson said the excuses that were made to block horse riding were unacceptable. Minister John Day is to be congratulated for opening 215ha for sport and recreational activity.

There is however complaint that while facilities are provided for the general public to use the park at no cost. Horse riders must pay $50 for an annual permit. In addition there is a $50 fee for a key. Considering that other users can use the park at no cost there is no reasonable reason to charge horse riders.

There is a need to limit weed infestation and the SVPA encourages responsible us of the parkland.

Users must apply for a Bridle Permit and abide by numerous conditions of use. Riders can obtain documentation from the Whiteman Park office located in the village.
