New way to control stable fly

RESEARCH is pointing to a quick, low cost, non-chemical solution to control the declared pest stable fly, which could improve business profitability at the same time.

Researchers said they found burying vegetable crop waste after harvest and then compacting the soil surface could significantly reduce stable fly populations.

Department of Agriculture and Food WA research officer David Cook said the practice could provide vegetable growers with an effective option to control stable flies in situ, reducing the use of pesticides.

“Our work has found that by burying post-harvest vegetable crop residues to a depth of 300mm with a stone burier or a mouldboard plough and then compacting the sand lightly with a roller, makes it almost impossible for the stable fly to dig its way to the surface and emerge as an adult fly,” he said.

Porter welcomes first National Wastewater Drug Monitoring Report

Federal Member for Pearce, Christian Porter, welcomed the release of the first National Wastewater Drug Monitoring Program Report which will change the way our nation fights the scourge of ice.

The Coalition Government provided the Australian Criminal Intelligence Commission (ACIC) with a $3.6 million boost to detect ice hotspots, and collect data on drugs being used within our communities, following a recommendation by the National Ice Taskforce.

The analysis tested for methamphetamine, or ice, and 12 other illicit and licit substances including cocaine, MDMA, tobacco and alcohol at 51 sites across the country.

Mr Porter said crimes relating to ice continue to be a concern for local police in Pearce, with strong links between those who commit drug offences and those committing other violent crimes.

“Drugs such as ice and the consequences of drug abuse affect not only the individual but the whole community,” Mr Porter said.

“Ice is destroying lives – this insidious drug does not discriminate, and putting a stop to it requires a whole community response.

“The report provides new data that will enable law enforcement agencies to pinpoint targets so they can flush out the criminals responsible for this devastating trade and protect the communities that they are targeting.”

The Coalition Government is investing almost $300 million to support actions resulting from the National Ice Action Strategy to improve treatment, after care, education, prevention and community engagement. The supply of ice is also being tackled through increased international cooperation, enhanced intelligence sharing, better controls of precursor chemicals and greater efforts to prevent ice reaching our regional and remote communities.

Report findings:

  • Methamphetamine, or ice, consumption in Western Australia and South Australia was higher than the national average, in both the capital cities and regional areas. High levels were also recorded in regional sites in Queensland, Victoria and Tasmania.
  • Cocaine use was the highest in New South Wales, almost double the second highest jurisdiction, the Northern Territory, in terms of doses consumed per day. The ACT recorded the third highest use.
  • There is a high use of prescription medications fentanyl and oxycodone across all jurisdictions, particularly in regional Queensland, suggesting a potential diversion into the illicit market.

24-hour police station ‘soon’

CONFIRMATION BY POLICE MINISTER

THE Ellenbrook community will be better protected under a 24hour police station, according to Police Minister Michelle Roberts.

Ms Roberts confirmed that the station would be open 24/7 to the public “as soon as possible”.
She said police were currently working to ensure additional police officers were stationed in Ellenbrook before changes to opening hours could be made.

“Due to a massive growth in population and challenging demands facing Ellenbrook, the community has long been calling for the Ellenbrook police station to be open 24/7,” she said.

Truck takes down power poles in Caversham

The West

Falling power poles have narrowly missed homes in Caversham.

It was only a matter of time before this happened given the mismanagement by the City of Swan to control the amount of heavy haulage trucks terrorising this growth corridor.

Incredibly no one was seriously injured or killed.

These trucks should be staying on the main roads and not using residential side streets as a shortcut – PERIOD!

The City is pleased to announce the launch of the Rural Properties Revegetation Program for 2017. Men of the Trees (Inc) has been engaged by the City to grow approximately 10,000 trees, shrubs and groundcovers to compliment the City’s natural environment.

Men of the Trees (Inc) is a not-for-profit organisation staffed by volunteers committed to growing plants for the betterment of the environment.

City of Swan proposed ward changes

The City of Swan Council has voted to alter its wards at a special council meeting on Monday, March 27.

At the meeting, the council resolved to reduce the number of wards from six to five, retain the same number of councillors (15) and rename two of the wards to reflect the proposed boundary changes. Ellenbrook and North ward will merge and form Pearce ward, which will have four councillors. Whiteman Park and Brabham will move from the Altone ward to the Ballajura ward, which will be renamed Whiteman ward.

This proposed change will still need to be signed off by Local Government Minister David Templeman.

Key changes:-

  • Combine Ellenbrook and North Wards;
  • Transfer the locality of The Vines from North Ward to Swan Valley/Gidgeannup Ward;
  • Transfer the localities of Brabham and Whiteman from Altone Ward to Ballajura Ward;
  • Transfer parts of the locality of Henley Brook from Ellenbrook Ward and Swan Valley/Gidgegannup Ward to Ballajura Ward, and;
  • Transfer part of the locality of Caversham from Swan Valley/Gidgegannup Ward to Altone Ward.

The majority of changes are required to achieve balanced representation and meet the expectation of similar ratios of electors to councillors across the wards.

Minister to review councils Act

NEWLY appointed Local Government Minister David Templeman says he will consult with councils to review the Local Government Act this year.

While the current act does not cover no-confidence motions, Mr Templeman did not rule out the motions being part of the review following recent motions at four metropolitan councils.

Town of Bassendean ratepayers passed a motion of no-confidence in Mayor John Gangell and chief executive Bob Jarvis at a special meeting of electors in November, but no action was taken.

Three no-confidence motions were dismissed by Cr Gangell at another special meeting on March 14.

Meanwhile, City of Stirling ratepayers passed a motion of no confidence against chief executive Stuart Jardine in December.

Mr Templeman said ratepayers had a “democratic right” to move these motions if they had concerns about local government or its representatives.

“This option should be regarded only as an expression of the views or concerns of the people at the meeting, and not necessarily indicative of the views or concerns of the majority of ratepayers in the district,” he said.

“No-confidence motions arise occasionally, depending on issues in the community, and local governments would be wise to consider the rationale behind such motions as they arise.

“The Local Government Act is complex and requires reform.”

Mark McGowan confident Metronet plan will secure Commonwealth funding

WA Premier Mark McGowan has returned from his first meeting with the Prime Minister confident of receiving the $1.2 billion in Commonwealth funding that was set aside for the now scrapped Perth Freight Link.

Mr McGowan wants to use some of the money towards his Government’s flagship rail project Metronet, but Malcolm Turnbull said last week the idea of simply reallocating funds set aside for one project, to another was “absurd”.

But following the meeting, the Premier said he believed WA would still get the funding.

Double dipping: seven WA mayors moonlighting in private roles

MAYORS at some of Perth’s biggest councils are working second jobs while receiving their ratepayer-funded six-figure salaries.

A survey of the 28 metropolitan councils by The Sunday Times revealed seven mayors are moonlighting in private roles.

Another four mayors — all in the western suburbs — refused to answer our questions about whether they had two incomes.

The City of Swan said its mayor, Mick Wainwright, was paid $139,410 in annual allowances and spent two full days a week at the council.

RITA SAFFIOTI SWORN IN AS MINISTER FOR TRANSPORT; PLANNING & LANDS IN MCGOWAN LABOR CABINET

Rita Saffioti MLA, Member for West Swan welcomed her appointment today as Minister for Transport; Planning & Lands after the swearing in ceremony at Government House this morning.

Ms Saffioti comes into the position with experience in the transport and planning portfolios. Having previously been Shadow Planning Minister since 2013 and Shadow Transport Minister since 2015.

Ms Saffioti played a key role in the development and costing of WA Labor’s METRONET policy, a coordinated transport and planning program and as Minister will oversee the delivery of that program.

Ms Saffioti expressed her desire to get to work immediately in implementing the new Labor Government’s comprehensive transport and planning agenda, which in addition to METRONET includes upgrades to major congestion areas on Wanneroo Road and Armadale Road and the upgrading of local roads such as Lord Street.

METRONET: Construction to start on the Morley-Ellenbrook Line in 2019

Six new METRONET stations will be built at Morley, Noranda, Malaga, Bennett Springs, Whiteman Park and Ellenbrook. Whiteman Park has recently been named Western Australia’s top tourist attraction.

  • Construction on the METRONET Morley-Ellenbrook Line will commence in 2019;
  • The 21km spur line includes six new METRONET stations and is expected to be completed in 2022;
  • WA Labor will bring a fresh approach to transport in the north-eastern suburbs, creating 3,072 jobs;
  • The $863million rail line will service more than 200,000 local residents by 2026;
  • METRONET will create more than 10,400 jobs and apprenticeships.

MAJOR PARTIES COMMIT TO VALLEY FUNDING

TOURISM funding for the Swan Valley has been highlighted as a major priority ahead of this weekend’s State Election.

Swan Mayor Mick Wainwright said election pledges to protect the Swan Valley and market it as a tourist destination were key to the future of the region and were welcomed by the City.

Mr Wainwright said the City was also pleased to see commitment from major parties for more investment into youth services, community infrastructure, public transport and upgrades to road networks.

He said he was happy to see commitment funding from both Labor and Liberal for the Swan Valley, including $5 million for a ferry to bring people into the region via the Swan River and the introduction of a new Swan Valley State Government Board.

“This pledge supports the City’s goal to grow a seven-day visitor economy in the Swan Valley, lift brand awareness and increase the value of the visitor economy to support more local jobs,” he said.

Swan Valley wine, table grape growers upbeat despite floods

SWAN Valley growers devastated by summer floods are confident of bouncing back despite a $30 million blow to the region’s grape industry during Perth’s wettest summer on record.

Winemakers and table grape growers were hit hard by the deluge last month, with crop losses of up to 90 per cent.

The flooding was significant enough for the State Government to declare the Swan Valley a natural-disaster zone.

Australian aerial imagery company Nearmap captured the impact in high definition.

Nearmap’s before-and-after photos can be used by government and insurance companies to help assess damage.

RITA SAFFIOTI AND WA LABOR ANNOUNCE PLAN FOR SWAN VALLEY

Rita Saffioti and WA Labor today announced their plan for the future of the Swan Valley.

WA Labor has committed to reviewing and finalising the Swan Valley Development Plan and Legislation incorporating the concerns of the local community.

The Liberal Government has had eight years to finalise new legislation for the Swan Valley, yet only introduced a bill in the last months of 2016.

The Liberal Government’s last minute legislation was to also remove the Swan Valley Planning Committee, reducing the voice of the local community and stakeholders. Many Swan Valley residents and producers have voiced their concern at this measure.

Importantly, WA Labor’s plan includes the introduction of a new Swan Valley State Government Board to ensure that the views of local stakeholders are heard.

A McGowan Labor Government will support the viticulture in the Swan Valley, including assessing the current regulatory and legislative costs for local growers and producers. WA Labor will also work with the Water Corporation to ensure the Swan Valley’s agricultural land is given sufficient priority in relation to water allocations.

Additionally, WA Labor’s plan includes the development of a coordinated and sustained tourism strategy for the Swan Valley, administered by Tourism WA.
